यसरी बस्यो गोप्य बैठक


तीन दलका शिर्ष नेताहरु शुक्रवार बिहान सवा सात बजे गृह मन्त्रालयमा भेला भएर पर्यटक बोक्ने माइक्रोबस चढी हात्तीबन रिसोर्ट गएका थिए ।
७ बजे गृह मन्त्रालयमा भेला हुने निर्धारित योजनाअनुसार सवा सात बजेदेखि शिर्ष नेताहरु आउन थालेका थिए । साढेसात बजे सबै आएपछि गृहमन्त्रीको कार्यकक्षमा चिया खाएर पौने आठ बजे सबै माइक्रोबस चढेका थिए ।
त्यो माइक्रोबसलाई महानगरीय ट्राफिक महाशाखाका प्रमुख डिआईजी बिनोद सिंहले अगुवाई गरेका थिए भने उनको पछाडि नेपाल प्रहरीको कमाण्डो मानिने कार्यदलको दस्ताले सुरक्षा प्रदान गरेको थियो । मन्त्रालयबाट शिर्ष नेताहरु कहाँ जाने हुन् भन्ने अंगरक्षकहरुलाई समेत सूचना दिइएन । गृह मन्त्रालयबाट माइक्रोबस हिडनुअघिसम्म सबै नेताका अंगरक्षकसमेत नेताहरु वार्ताका लागी सोलु जान लागेको बताउँदै थिए । मन्त्रालयमा शिर्ष नेताहरुलाई गृहसचिव कुसुमले स्वागत गर्दै भित्र लगेका थिए ।
काठमाडौंबाट करिब १५ किलोमिटर दक्षिण पूर्वमा रहेको हात्तीवन पुग्न झण्डै एक घन्टा लागेको थियो । सबै पार्टीका शिर्ष नेताहरु पुगेका १५ मिनेटपछि सुटुक्क प्रधानमन्त्री माधवकुमार नेपाल निजी जिपमा त्यहाँ पुगेका थिए । अधिकांश नेता अंगरक्षक र सहयोगीबिनै एउटै गाडी चढेर गएकाले उनीहरुले आफ्नो झोला माइक्रोबसबाट उत्रदा आफै काँधमा बोकेर कोठातर्फ गएका थिए ।
स्रोतका अनुसार शिर्ष नेताहरु आउने तय भएपछि बिहीवारदेखि नै रिसोर्ट क्षेत्र सुरक्षाकर्मीले नियन्त्रणमा लिएका थिए । सुरक्षाका लागि पुगेका एक अधिकृतका अनुसार बाहिरी घेरामा सशस्त्र प्रहरी बर्दीमा हतियारसहित बसेका छन भने दोस्रो घेरामा नेपाल प्रहरीको कार्यदलका सुरक्षाकर्मीहरु बर्दीमै र सादा पोशाकमा आधुनिक हतियारसहित बसेका छन । बर्दीमा बसेकाहरुले एसएलआर बोकेका छन् भने सादा पोशाकमा सुरक्षा दिनेहरु सानो हतियारसाथ छन् । सुरक्षा घेरा तोडेर कसैले लुकिछिपी शिर्ष नेताहरु भएको स्थानमा पुग्न प्रयास गरे सकेसम्म नियन्त्रणमा लिने, सम्भव नभए गोली समेत चलाउन आदेश दिएको थाहा भएको छ ।
होटल स्रोतका अनुसार तीन पार्टीका शिर्ष १६ नेताका लागि रिसोर्टका १८ कोठा दुई दिनका लागी बुक गरिएको छ । रिसोर्टभन्दा झण्डै दुई किलोमिटर तल रहको मूल सडकबाटै कसैलाई माथी नपठाउने सुरक्षाकर्मीलाई आदेश दिइएको छ । मूल गेटमा खटिएका सुरक्षाकर्मीले सन्चारकर्मीलाई मूलबाटोमै रोकेका थिए ।
काठमाडौ र उत्तरतर्फका सबै हिमाल छर्लङ्ग देखिने हात्तीवन रिसोर्ट क्षेत्रबाट हप्तौ दिनदेखि बादल र तुवालो लागेका कारण हिमाल र काठमाडौ राम्ररी देखिएको थिएन । होटलका एक कर्मचारी भन्छन्, 'आजै बिहानदेखि काठमाडौं र हिमालहरु दुर्लभै रुपमा खुलेर छ्याङ्ग भएको छ । शिर्ष नेताहरु आएकै दिन मौसम खुलेको देख्दा राष्ट्रले निकास पाउने हो कि !' संधै अगुवा पछुवा सुरक्षाकर्मी लिएर हिडने नेताहरु माइक्रोबसबाट ओर्लदा होटलका कर्मचारीहरु चकित भएका थिए ।

decisive dialogue may positive for the country


Though top leaders of three major political parties on Friday started a “decisive dialogue” in a bid to forge consensus on constitution drafting, the peace process and power sharing, they could not reach a conclusion. The high-level meeting at a hillside resort southwest of Kathmandu will continue on Saturday.Five senior leaders each from the UCPN (Maoist), the Nepali Congress and the CPN-UML are attending the “secret meeting” that began at the Hattiban Resort on Friday morning. The discussions that are expected to last till Saturday evening are coordinated by the Home Ministry. Chiefs of the three main parties—Maoist Chairman Pushpa Kamal Dahal, Nepali Congress President Sushil Koirala and CPN-UML Chairman Jhala Nath Khanal—and Prime Minister Madhav Kumar Nepal are attending the talks that aim to end the current political stalemate. Maoist leaders Mohan Baidya, Baburam Bhattari, Ram Bahadur Thapa and Dev Gurung, NC leaders Sher Bahadur Deuba, Ram Chandra Poudel, Krishna Sitaula and Ram Sharan Mahat and UML leaders K.P. Oli, Ishwor Pokharel and Bharat Mohan Adhikari are also attending the meeting.“Today, the leaders of the three parties presented their views on ending the impasse, but we have not reached any conclusion,” Mahat said in the evening. “We will try to find consensus by tomorrow.” In Friday’s meeting, NC leaders stressed the need of an agreement on the modality of integration and rehabilitation of Maoist combatants and their number to be integrated into security forces. The Maoists, on the other hand, reiterated their commitment to scrap the paramilitary structure of the Young Communist League and resolve the “remaining problems” related to the land and property seized during the decade-long conflict. “We want the number of combatants to be decided only after providing options to individual combatants,” a Maoist leader said. Earlier, the leaders gathered at the Home Ministry on Friday before leaving. The Maoist leaders agreed to attend the discussions without their personal security guards after Home Minister Bhim Rawal assured them that the government would take care of their security. An employee at the resort said the leaders have booked rooms till Sunday morning. An aide of an NC leader attending the meeting said all the leaders have carried their belongings for the stay. “Intra-party and inter-party discussions are underway in different rooms of the resort,” the employee added. Media persons were not allowed to enter the resort.The farce of the Big 3KATHMANDU: It was disaster and chaos from the word ‘go’. The three parties had planned to hold “a serious dialogue in a peaceful place” to end the current political deadlock by the end of Tihar and Chhat. Nothing of the sort happened. Things went from bad to worse instead.They bickered over the venue and the size of the teams to accompany them. UCPN-Maoist Chairman Pushpa Kamal Dahal insisted his son Prakash Dahal and the chief of his security team accompany him. So did the other parties’ leaders, with each naming their own favourites, ballooning the size of the teams. Prime Minister Madhav Kumar Nepal added fuel to the fire by demanding everyone pack enough clothes to last them for four days. On Wednesday, the parties had planned to meet up at Lukla. Five members from each of the three parties — UCPN (Maoist), Nepali Congress (NC) and CPN-UML — were supposed to go. When the team sizes grew unwieldy, the original plan fell through and the leaders decided to converge at a resort in Pharping.That day’s three-party meeting had entrusted Home Minister Bhim Rawal to arrange a peaceful place with strong security measures. Rawal consulted the chiefs of security agencies and chose Lukla. All the leaders were asked to turn up at the Home Ministry at 6:30 Friday morning. Two Nepal Army (NA) helicopters were also booked. They gathered at the Home Ministry at the appointed time but true to character, started disputing over little nothings. A Ministry source said the parties cancelled the trip for Lukla as the teams got so big it was impossible to accommodate them in the helicopters. Finally, the leaders drove to Pharping's Hattiban Resort, 15-km southwest of Kathmandu.
